HEALTHY KIDS AND MATERNITY OUTPATIENT MEDICAL SERVICES

Healthy Kids is a Medicaid insurance program for children from birth to 19 years of age, and for pregnant women of any age.

Healthy Kids provides no cost medical and dental coverage for children age 1 to 19 in families who are at or below 150% of the federal poverty guidelines. Pregnant women and children under age 1 must be at, or below, 185% of the federal poverty guidelines. Healthy Kids covers women during pregnancy and the first two months after pregnancy ends. Babies may be eligible for up to one year after birth. The parent who has full custody of the child should apply and their income must be verified to determine eligibility. Applicants may be covered by other insurance and still qualify for Healthy Kids.

The number of family members plus gross income determines eligibility for the program. Those applying must be a Michigan citizen or a legal immigrant. (People who do not meet citizenship requirements qualify for emergency health care services. Pregnancy-related emergency services are delivery (birth) of baby and hospital care.)

Healthy Kids covers most medically necessary health care needs including:

Ambulance/emergency services
Dental
Diagnostic services
Doctor visits
Family planning
Health check-ups
Hearing and speech
Home health care
Hospice care
Hospital care
Immunizations (shots)
Lab and x-ray tests
Medical supplies
Mental health
Medicine / prescriptions
Nursing home care
Personal care services
Physical therapy
Prenatal care and support services
Specialty physician services
Substance abuse
Surgery
Vision
Well-child visits

Any physician or other practitioner or agency who participates in a Medicaid-enrolled managed care plan will provide services.

Maternity Outpatient Medical Services (MOMS)

Additional cost-free help for pregnant women is available through the Maternity Outpatient Medical Services (MOMS) program. This State funded program is to help decrease the infant mortality rate and encourage women to seek early prenatal care. It was known as the Non-Medicaid MICH-Care program. MOMS is the new name for this old program.

MOMS provides coverage for prenatal and postnatal outpatient care services. It covers pregnant or recently pregnant women during pregnancy through the first two months after birth. However, it does not include services provided to the newborn child. The parent or caregiver is encouraged to apply for Healthy Kids or MIChild for the infant.

The client is given a guarantee of payment letter to be used for the first 45 days after initial contact. This letter covers pregnancy related services immediately and can be used while Healthy Kids (Medicaid) is being processed. Some of the services covered are:

Childbirth education
Laboratory
Maternal Support Services (MSS)
Pharmaceutical (medicine)
Prenatal care
Prescription vitamins
Professional fees for labor and delivery
Radiology / Ultrasound
